How it works. A person fills in the application and takes a live photo. The system checks the photo meets the minimum requirements
(unusable photos are refused, with no officer override) and screens the face against everyone already registered, so one person cannot hold two identities.
A registering officer then checks the supporting documents in person and issues the record. Reference build: the register is in memory and every number issued is a
demonstration number, connected to no real register. Faces are AI-generated; no real person is shown.
