Four outcomes. A clear match is approved automatically. Anything doubtful goes to the manual queue. A clear non-match is told to upload again; if the same image is rejected a second time the applicant can ask for manual review. Unusable photos are refused with no manual review at all, so reviewers never manage a pile of bad images. A deterministic gate sees all the evidence and the router can never approve what the gate rejects. Images stay in memory. Demo cards and faces are synthetic.
